Mowgli is a human Fable who lives abroad as one of Bigby's so-called Tourists, who are tasked with keeping eye on other Fables who chose to live abroad in the wide world and make sure they do not behave inappropriately. He debuts in Fables #39 — "Meanwhile."
History
Origins
Mowgli was from The Indu, the Homelands version of India.[2] For the first dozen years of his life, he was fully enculturated into the Seeonee wolf pack; Bagheera killed a fat bull to bribe them into accepting Mowgli and kept them from handing him over to Shere Khan.[1]
Exodus
When the Adversary attacked, Mowgli fled to Fabletown along with his friends Bagheera and Baloo as well as his enemy Shere Khan.
Fabletown
At some point, Mowgli became one of the Tourists. From that point on, he spent 20 years wandering the world between visits back to Fabletown.[1]
After the revolution on the Farm, Mowgli found out that Bagheera had been imprisoned for his involvement. To free his friend, Mowgli agreed to track down Bigby Wolf.[1]

Mowgli was able to track Bigby to where he was hiding in Alaska.[4] When Bigby heard that he could be with his family, he agreed to come with Mowgli back to Fabletown.[3] Prince Charming kept his word and freed Bagheera.[5]
Personality
Calm and even-tempered, Mowgli carries himself with an easy confidence. He'll use diplomacy as much as he can in most situations.
Despite his apparent ease in most situations, he's only truly happy when away from civilization, when he can shed his clothes and run free.

Mowgli is a young Indian[3] man with shoulder-length black hair.

- Immortality: Like all Fables, Mowgli is extremely long-lived, and is difficult to kill, allegedly based on the popularity of their tales.
- Zoolingualism: Having been raised by wolves, Mowgli can speak their language.[4]

- Athleticism: Mowgli is extremely athletic,[4][3] and is experienced at surviving in harsh environments.[3]
- Zoology: Mowgli has a vast knowledge of nature and animals.
- Bilingual: Mowgli can speak English and Russian.[4]
- Espionage: Mowgli's training as a Tourist has trained him in tracking people, and combat.

Mowgli first appeared in Rudyard Kipling's short story "In the Rukh" and became the principal character in The Jungle Book (where the short story was collected) and The Second Jungle Book. Mowgli is a child raised by wolves in the Indian jungle. His mortal enemy is Shere Khan, who keeps trying to eat Mowgli.
